About the Opportunity:

Global Communities seeks a Monitoring & Evaluation Officer (M&E officer), reporting to the Director for Monitoring, Evaluation, Research and Learning (MERL), to support the USAID/Twiyubake Program funded by USAID through PEPFAR.

Position Description:

The M&E Officer will support the management of M&E systems for the USAID/Twiyubake program. S/he will play a key role in supporting data collection systems, compiling, analyzing and validating data from partners and technical teams; and drafting accurate reports that summarize program progress against the approved work plan. S/he will also identify gaps in partner M&E capacity and will provide support in strengthening the quality, accuracy, and use of data/reports.

Key Responsibilities:

  • Support the development and execution of MERL systems including; data collection protocols, annual Performance Monitoring Plans (PMP), data management and data quality assurance systems.
  • Ensure the development and regular update of data collection tools for efficient tracking of program service delivery and routine reporting information.
  • Support technical assistance, training and mentorship for Twiyubake’s 6 local partner CSOs in M&E including; data collection tools and methods, data management, analysis and quality reporting.
  • Review and monitor program targets, in line with the approved performance monitoring plan, and routinely track results to highlight potential areas of over and under-performance.
  • Support timely and accurate consolidation of program data and information for different periodic reports to respond to donor and GoR reporting requirements.
  • Conduct routine analysis of program data to support learning as well as identify trends, gaps, and potential areas that require follow-up.
  • Support implementation and supervision of activities in line with program assessments and evaluations including the HVGA annual assessment and the KAP study.
  • Conduct regular field level data quality audits to ensure accurate and reliable data as well as compliance with data management standards. Also participate in joint supportive supervision visits with technical teams.

Minimum Requirements:

This position is only open to Rwandan nationals. Applicants for this position must demonstrate capacity to deliver results, and a strong commitment to professional ethics and integrity. In addition they must meet the following requirements:


  • A Bachelor’s degree in Social Sciences, development studies, epidemiology, economics, project management, statistics, or any field relevant to monitoring and evaluation; Masters’ degree preferred.


  • A minimum of 4 years’ experience supporting M&E for international development programs, preferably USAID/PEPFAR funded programs.
  • Good knowledge of statistics and research methods – including quantitative and qualitative methods, development of tools and data analysis.
  • Ability to prepare program reports
  • Demonstrated capacity to train and coach others in M&E systems
  • Outstanding organizational skills – including ability to manage large volumes of complex data and reports.

Computer Skills:

  • Excellent computer skills with experience using MS Office, and statistical software particularly SPSS and STATA.

Language capabilities:

  • Fluency in oral and written English and Kinyarwanda.
